Background: Partners Albania (PA) is an independent Albanian NPO established in 2001, working to support civil society and facilitate inter-sector cooperation in order to strengthen democratic institutions and advance economic development. PA has organized its interventions into three key programmatic areas:
- Enabling Environment and Sustainable Development of CSOs, contributing to the empowerment of civil society actors and civic engagement through capacity-building programs, monitoring and advocacy for an enabling legal and practical environment for CSOs operation, and financial support for the sector.
- Entrepreneurship and Social Innovation, developing and supporting the ecosystem of entrepreneurship and social enterprises (SEs) through research, advocacy, financial support mechanisms, expertise, and networking opportunities.
- Transparent and Accountable Participatory Governance contributing to the development and growth of civil society practitioners and public administration officials in their efforts to building strong institutions, manage open and transparent processes, and overcome corruption.
Responsibilities (General)
Partners Albania is seeking a Project Manager, who will be responsible for the coordination of EU-funded projects, related to the three main programmatic areas of the organisation.
The Project Manager will be responsible for key aspects of the projects implementation. She/He will be responsible for the coordination of project’ activities, resources, equipment/tools, and information to ensure effectiveness of the project, will contribute to research, and capacity-building activities, in line with the project needs, and her/his field of expertise and capacities. She/He will actively participate in personal professional development activities, in discussions and learning from others’ experiences, and will contribute to other aspects of project design and implementation, as appropriate.
The Project Manager should carry out the responsibilities described below independently, with minimum supervision, but also in the context of a professional project team. She/He will work with and under close supervision of the Directors of Programmes and in close collaboration with other project team members, and an external pool of experts engaged by the project.
Main duties and responsibilities
- Coordinate the overall implementation of project activities in line with the approved action plan, contractual obligations, timelines, scope, and budget. This includes preparing monthly activity plans, following up on their implementation, and ensuring effective planning, coordination, monitoring, and reporting of project progress towards outputs, outcomes, and expected results.
- Contribute to project design and project proposal writing.
- Plan, organise, and coordinate the logistical, administrative, and operational aspects of project activities in close collaboration with the project team, and other third parties (service providers, experts, beneficiaries, etc.) involved in project implementation.
- Support the visibility, outreach, and promotion of the project by contributing to the design and implementation of communication, awareness-raising, advocacy, and promotional activities, and by ensuring that all communication and visibility materials comply with donor requirements and are of high quality.
- Design ToRs for external experts, participate in capacity-building activities, and monitor the performance of contracted experts.
- Maintain regular contacts and cultivate professional partnerships in relation to project management with key stakeholders relevant to the project’ implementation.
- Ensure that all project documentation, plans, monitoring tools, and reports are properly prepared, updated, and maintained.
- Identify potential implementation risks and challenges in a timely manner and propose mitigation measures and contingency actions to support smooth and compliant project implementation.
- Design and participate in activities aiming to promote the project all over the country and abroad.
- Work collaboratively with the organisational management team to maximize effectiveness and efficiency of the project.
Experience and Qualifications:
- Master degree in Economic sciences, Social sciences, or other related fields;
- At least 5 years of working experience as project manager;
- Proven working experience with NGOs;
- Proven working experience in the key programmatic areas of the organisation and knowledge of respective ecosystems;
- Experience with coordination of EU and other international donors funded project;
- Very good interpersonal skills and abilities to develop and maintain effective working relationships with other members’ of the staff (team-work) and third parties;
- Excellent command of spoken and written Albanian and English;
- Able to work in a fast-paced environment;
- Very good computer skills, data processing, and report writing.
Salary: Commensurate with experience
Expected Start Date: 18 May 2026
Duration: Long-term position, renewable one-year contract.
