Frequently asked questions regarding the Call for Expression of Interest within the sub-granting scheme of the project “Invest for Change- “I4C”

Partners Albania has opened the Call for Expression of Interest within the sub-granting scheme of the project “Invest for Change- “I4C”, a four-year (2025 -2029) EU funded project that aims to strengthen economic and social development by fostering financial and social inclusionpromoting impact investment; promoting green and digital transition and investing in social enterprises. Find below some questions and answers regarding this Call.

 

Question 1: In the framework of the Call for Expressions of Interest under the “Invest for Change” (I4C) project, are social enterprises eligible to apply, and if so, can the court registration extract serve as an equivalent to the National Business Center certificate required in the application documents?

Answer 1: Kindly refer to Section 4 of the Guideline for Applicants document “Application for Stage 1: Expression of Interest”, where it stated as follows:  Only applicants that meet all the following criteria at the time of submission of EoI are eligible to apply under this Call: The applicant is a micro, small or medium enterprise (MSME) established and legally registered in Albania, in accordance with the applicable national legislation”.

 

Question 2: The business has been active since February 2019. Am I eligible to apply under this scheme?

Answer 2: Kindly refer to Section 4 of the Guideline for Applicants document “Application for Stage 1: Expression of Interest”, where it stated as follows:  Only applicants that meet all the following criteria at the time of submission of EoI are eligible to apply under this Call: “The applicant is legally registered with the National Business Center (QKB) for at least one (1) year and no more than six (6) years from the deadline of the application to this Call”.

 

Question 3: Do you need to be registered with a NIPT to apply for this call?

Answer 3: Kindly refer to Section 4 of the Guideline for Applicants document:  The purpose of this Call for Expression of Interest (EOI) is to invite Micro, Small, and Medium Enterprises (MSMEs) operating in Albania to express their interest in participating in the Invest for Change (I4C) Financial Support to Third Parties (FSTP) Scheme.

Only applicants that meet all of the following criteria at the time of submission of the EOI are eligible to apply under this Call:

  • The applicant is a micro, small or medium enterprise (MSME) established and legally registered in Albania, in accordance with the applicable national legislation

 

Question 4: I am writing in the context of the call for applications under the “Invest for Change” Project Sub-granting Scheme to request clarification regarding an eligibility criterion.

If a business was registered with the Central Business Register (QKB) in September 2019 and remained active until 2022, was suspended from 2022 to 2026, and has submitted a request for reactivation on 02.04.2026, would it be considered eligible to apply under this call?

In this context, please clarify whether an entity with such an activity history is eligible, taking into account the period of suspension and the pending reactivation.

Answer 4: Based on the Guidelines for Applicants, Section IV, businesses that have been registered with the Central Business Register (QKB) for more than six (6) years as of the application deadline are not considered eligible to apply, regardless of whether they have been active or inactive during any period.

Section IV – Application for Stage 1: Expression of Interest

The purpose of this Call for Expression of Interest (EOI) is to invite Micro, Small, and Medium Enterprises (MSMEs) operating in Albania to express their interest in participating in the Invest for Change (I4C) Financial Support to Third Parties (FSTP) Scheme.

Only applicants that meet all of the following criteria at the time of submission of the EOI are eligible to apply under this Call:
• The applicant is legally registered with the National Business Center (QKB) for at least one (1) year and no more than six (6) years as of the application deadline.

 

Question 5: I have been setting up my online business for a few months now, but I have not yet registered it. I belong to the category of persons with disabilities. Am I eligible to apply?

Answer 5: Based on the Guidelines for Applicants, as follows

Section IV – Application for Stage 1: Expression of Interest

The purpose of this Call for Expression of Interest (EOI) is to invite Micro, Small, and Medium Enterprises (MSMEs) operating in Albania to express their interest in participating in the Invest for Change (I4C) Financial Support to Third Parties (FSTP) Scheme.

Only applicants that meet all of the following criteria at the time of submission of the EOI are eligible to apply under this Call:

  • The applicant is a micro, small or medium enterprise (MSME) established and legally registered in Albania, in accordance with the applicable national legislation

 

Question 6: If I have submitted this idea in another call and have not yet received a response, can I still apply?

Answer 6: Yes, you can apply as long as you have not already been awarded funding for the same idea. However, it is not allowed to receive double funding for the same activities, services, supplies, or equipment. You should also declare this as soon as possible if you are selected as a beneficiary under another call.

 

Question 7: If the business was established in 2024 but had two interruptions of 2–3 months each, and has been operating again since October 2025, can I apply?

Answer 7: Yes, you are eligible to apply based on the Guidelines for Applicants, as follows
