Holding the Line: What Civil Society Needs to Stay Resilient Amid Democratic Backsliding
This newly released regional report examines what civil society actors need to sustain their work, strengthen their organisations, and respond to today’s challenges in practical and lasting ways.
Coordinated by TechSoup’s Digital Activism Program in partnership with regional experts and researchers, the report brings together findings from 13 countries across Eastern Europe, the Western Balkans, the Black Sea region, the Caucasus and Central Asia: Albania, Armenia, Bosnia and Herzegovina, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Moldova, Montenegro, North Macedonia, Serbia, Türkiye and Ukraine. The diagnosis explores eight key areas shaping civil society resilience: civic space, organisational sustainability, communication capacity, digital inclusion, digital security, countering disinformation, AI adoption, and emerging opportunities for civic resilience.
