Joint Civil Society Statement on the Draft Decision on Amendments to the Rules of Procedure of the Parliament of Albania

Civil Society Calls on Parliament Not to Undermine Transparency, Parliamentary Scrutiny, and Public Consultation in Accelerated Procedures for EU Integration Legislation

Through a joint statement, 31 civil society organizations call for transparency, proper parliamentary scrutiny, and public consultation in legislation related to the European integration process. The organizations express concern regarding the draft decision on amendments to the Rules of Procedure of the Parliament, which foresees the use of an accelerated procedure for draft laws related to the process of integration into the European Union. According to them, such an approach may limit the space for parliamentary debate and public participation if implemented without clear standards for transparency and public consultation.

Through the statement, the organizations call for:

  • The accelerated procedure not to be applied automatically to every draft law related to European integration;
  • A minimum review period to be guaranteed in parliamentary committees;
  • Structured public consultation and transparency for draft laws related to the integration process;
  • Strengthening the role of parliamentary committees in reviewing this legislation.

The statement has also been officially submitted to the Parliament of Albania.
