The Center's program for the period June 2001-September 2004 was focused on providing change and conflict management skills and services to various fields and sectors of the Albanian society.
It offered possibilities for different groups, institutions, organizations and individuals to benefit from our services and provided for a wide and comprehensive support to the Albanian Civil Society.

The main initiatives within our program were:

NPO Law Initiative
NPO Capacity Building and Small Grants

PA worked towards the strengthening and advancement of the NPO sector in Albania through providing training, technical assistance and small grants.
Our training strategy for the NPO sector (for the first three years) has been developed in response to the needs identified during a nation wide NPO Needs Assessment that PA staff conducted in Fall 2001. PA offered tailored assistance to the sector based on the specific needs of the organizations, which build on previous training programs organized by other institutions. The NPO training program was designed to build core skills in the sector and to further strengthen the skills needed for organizations to better cooperate and manage change among themselves and with other sectors.

PA's Social Development Grant Fund seeked to build the capacity of Albanian NPOs working in the areas of provision of services to their communities. The specific objectives of the Grant Fund were:

  • Support the provision of needed services by NPOs in Albanian communities.
  • Build the capacity of Albanian NPOs providing services to their communities.
  • Encourage the development and delivery of services that address the most urgent social and development needs, especially those that target the most vulnerable groups in Albania.
  • Strengthen the cooperation between Albanian NPOs who provide services to their communities as well as with the local government and business structures in those areas.


Women Leadership Development
This initiative aimed towards the development of the leadership, communication and organizational skills of women and women's groups through training. Participants skills as trainers were also developed among women leaders. This program facilitated the creation of a network that would foster communication, support and collaboration between women throughout the country. Youth Leadership Development
The program aimed to develop young professionals' leadership potential and skills necessary to work collaboratively in multiparty situations. As part of this program, PA implemented a series of training programs for young professionals from the NPO, local and national government, business, and other sectors. Please refer to this program brochure for more information.

Academic Development
This program aimed to develop change and conflict management as a component of the curriculum in Albanian universities. PA offered training and support for professors to develop courses in a variety of disciplines. Please refer to the Report of Activities, June 2001-July 2004, section on Academic Program, page 17.


Local Government Capacity Building
As part of this initiative, PA offered a series of capacity building training programs for local government officials, strengthening leadership and management skills, and enabling officials to respond to their growing responsibilities in an increasingly decentralized system. Intersectoral Cooperation Development
Through intersectorial cooperation initiatives, the Center facilitated cooperation on a wide variety of issues between NPOs, local and national government, business, and other sectors. Using change management processes, PA brought together the principal stakeholders or decision-makers to identify and build a consensus approach to planning issues, large-scale project implementation, and controversial issues, such as taxation, social services, education, employment etc. Please refer to the Report of Activities, June 2001-July 2004, section on Cooperative Planning, page17.

NPO Law Initiative
PA worked closely with the International Center for Not-For-Profit Law, and other Albanian and international organizations, to coordinate trainings for NPOs, lawyers, and judges in the New NPO Law of Albania. The center participated and facilitated initiatives aiming to regulate fiscal and tax issues within the provisions of the new NPO Law.
