History of Partners-Albania

Partners – Albania is thankful to all its donors and partners for the participation and support they have offered in these years. This support has enabled Partners – Albania to achieve a long-lasting and sustainable impact in its work with diverse communities in Albania.
Through on-going fund-raising initiatives, diversification of funding sources, development of contract and fee based services, and effective partnerships in the NPO sector, government and donor community, Partners – Albania has achieved institutional and financial sustainability of the organization and its operations.
Partners – Albania has developed into a professional local organization with strong capacities in the area of institutional capacity building, resource and information management in the non-for-profit sector, process facilitation and design and implementation of cooperative models between various sectors.

Following is the history of succesful cooperation between Partners-Albania and donor agencies, national and international organizations.

GRANTS AWARDED TO PARTNERS-ALBANIA SINCE CENTER ESTABLISHMENT

2001 – 2004              The Partners-Albania, Center for Change and Conflict Management is established, with a mission to advance democracy and civil society in Albania, through a grant of United States Agency for International Development issued to Partners for Democratic Change. 2001-2002                 Three Albanian municipalities develop their capacities in Elected Leadership Roles, through a one year grant from the European Union.

2001-2002                  Around 120 Albanian NPOs built their capacities in the Financial Management area through a one year project funded by the Open Society Foundation for Albania.

2002-2003                  Around 120 Albanian NPOs built their capacities in the Project Management area through a one year project funded by the Canadian International Development Agency (CIDA). 
 
2003                           About 60 students and 30 teachers in Durresi area were trained in Conflict Management through a six months project aiming to improve interethnic relations between local and Roma population, funded by the Open Society Foundation for Albania.

2002-2004                In the framework of regional program “Strengthening local democracy in the Stability Pact region”, funded by the Department of State/Dutch Ministry of Foreign Affairs, during 2002-2004 Partners-Albania implemented six projects targeting:

  • Building capacities of around 100 officials from the municipalities of Tirana, Durresi, Kruja, Fieri and Shkoder in the Elected Leadership Roles as well as qualified 42 most active participants as trainers and facilitators (2003)
  • Building Communication and Outreach Skills for 12 municipal officials from eight Albanian municipalities.
  • Increasing Transparency and Accountability of municipal officials in nine Albanian municipalities.
  • Building skills of 26 municipal officials from Kruja and Pogradec Municipalities in the Conflict Management area. (2003)
  • Building a Guide to develop Code of Ethics for professional associations working with Local Governments.
  • Fostering Communication and Outreach Skillsof around 30 municipal officials in bordering municipalities of Struga and Pogradeci through exchange of study visits in the respective municipalities and a joint workshop organized in Pogradeci municipality. (2004)

2004                        120 youngsters committed to mobilize different community groups and to introduce change in their communities built capacities and skills through a one year project named “Youth in Action”, funded by the Open Society Foundation for Albania.

2004-2007             The Democracy and Governance in Albania Consortium composed by NDI, Partners-Albania and IREX,  implemented the Democracy and Governance in Albania Program with focus in fight against corruption. This Program was funded by the United States Agency for International Development. For more about Partners involvement in this Program, click this link.

2005                        123 participants representing NPOs from Shkodra, Elbasani, Berati, Gjirokastra, Vlora, Fieri, Dibra, Durresi, Elbasani and Lezha increased their capacities in the area of Financial Management, Project Management, Advocacy and Lobying, through a one year project funded by the Open Society Foundation for Albania. 

2005 – 2006           Municipal officials from nine municipalities from Albania, Macedonia and Montenegro exchanged experiences on participatory governance though a one-year regional project funded by the Balkan Trust for Democracy Fund. Nine case studies were developed through this project, that will serve as successful practices in the area of citizen participation in local decision-making. 
 
2006                         Since 2006, together with seven other NPOs, P-A was selected to be a member of Network for Open Society in Albania (NOSA), a virtual network aiming to influence policies in the areas: Good Governance, Civil Society and European Integration. The network is funded by the Open Society Foundation for Albania.

2006                         Through a broad and transparent process, Partners-Albania asisted the drafting of the Youth Strategy and Plan of Action for 2006-2011. They gathered the opinions of around 160 youngsters from different interest groups, which were presented to the group of experts and reflected in these two important documents. This project was funded by the UN agencies in Albania UNICEF, UNDP, UNFPA, ILO-IPEC.

January-December 2007           In the framework of the regional program “Working Together”, Partners-Albania implemented a project aiming to improve the performance of Saranda Municipality, by introducing new knowledge and skills to the public administration staff of different departments in Saranda Municipality, for increasing their capacities in project proposal writing and management and enabling them to effectively approach donors in collaboration with local NPOs and other Institutions.  The project was implemented in three phases:

  • Training Needs Assessment
  • Training Intervention and on line Technical Assistance
  • Training Intervention Evaluation

PARTNERS-ALBANIA COOPERATIONS CONTRACTS WITH OTHER INSTITUTIONS

December 2001            Funded by MSI, Partners-Albania increased skills of 17 representatives of 15 local NPOs in the Project Proposal Writing.

2001                               Partners-Albania performed the SNV Program Evaluation.

2002-2004                  In cooperation with World Bank in Tirana and Institute of World Bank in Washington, Partners-Albania coordinated a series of activities aiming to strengthen the citizen participation in government. In this framework, Partners-Albania carried out:

  • The coordinator role in planning and organizing a series of Distance Learning Workshops aiming to strengthen the citizen participation in government.
  • In cooperation with World Bank Institute, CESI program, World Bank office in Tirana, and with sponsorship of Italian Government and Open Society Institute, organized in February 2003 the conference “Fostering Public Participation and Information for Good Governance in Albania”, with participation of around 90 representatives of local and international NPOs and donor agencies.
  • Study on Legal and Regulatory Environment for Civil Society and Civic Engagement in Albania which consisted in:
    Ø An assessment of regulatory environment for civic engagement in Albania where participated 100 NPOs from all over the country.
    Ø Five focus group discussions organized in Korça, Vlora and Tirana, three with NPO representatives and two with media representatives (investigative journalists, media owners, ISP representatives etc)
    Ø Four test cases on functioning of Freedom of Information Law Implementation in different government and public institutions in Albania.
    Ø Discussion of the draft-report of the study on Legal and Regulatory Environment for Civil Society and Civic Engagement in Albania

May-June 2002                  Representatives of 16 disability NPOs targeted by Handicap International strengthened their capacities in the area of financial management, project management, organizational development and were offered assistance in project-proposal writing.

  
December 2002               Ten members of the World Food Program staff increased their capacities in Program Monitoring and Evaluation.

February 2003                  Ten representatives of eight NPOs targeted by Human Development Promotion Center developed their knowledge and skills on Conflict Management.

September 2003             Closed to the Local election of 2003, a group of 17 women candidates for Local Government selected by United Nations Development Program, raised their capacities in Communication, Conflict Management, Public Image and Public Speaking.

September 2003            Nine officials from Suke and Carshove communes (areas focused by Human Development Promotion Center) raised their capacities on Strategic Planning.

2002-2003              In cooperation with International Center for Non Profit Law (ICNL), 16 lawyers and other NPO representatives with legal experience, were trained as trainers in issues related to the new NPO Law passed in 2001 and other tax issues related to NPOs. In December 2002, was organized in Tirana a Conference on NPO Tax and fiscal issues in Albania and Kosovo.

2003-2004              In cooperation with Medicos del Mundo, 29 representatives of 15 local NPOs of Korca region, increased their capacities and skills in the area of NPO management, financial and project cycle management, fund raising and self-financing.

February-May          2004 About 14 young representatives of youth centers and Kinderhouses from Tirana, Pogradeci, Saranda and Gjirokastra, members of a network supported by Deutsche Welthungerhilfe, increased their capacities and skills in the areas of fundraising and self-financing, internal procedures and human resources management.

May 2004             In the framework of the regional capacity building program APRODEV, 14 representatives of civil society organizations from Albania and Macedonia increased their knowledge on European Community structures and grant applications procedures.

April – June 2004              Under a cooperation contract between Partners-Albania and UNDP, 25 leaders of youth centers and NPOs, members of youth senate as well as 29 officials from municipalities of Vlora, Tirana, Fieri, Gjirokastra, Kucova, mini-municipalities of Tirana, representatives of Albanian Municipalities Association, officials from Ministry of Local Government and Decentralization were trained on the implementation and monitoring of Millennium Development Goals, National Strategy of Social and Economic Development in Albania and Association and Stabilization Agreement.

November 2005              Under a cooperation agreement with Human Development Promotion Center, ten participants from NPOs and municipality of Përmeti increased their knowledge in Cooperative Planning.

December 2005                Staff of Eden Center raised their capacities and skills in the area of financial management and were offered technical assistance to develop their financial system of the organization.

March 2006                 Staff of Every Child Association were trained as trainers.

March 2006                Through a cooperation with Market Surveillance on System in Albania, a group of different actors from vital sectors of the society (business, government and civil society) raised their knowledge and skills in the areas of coalition building and cooperative planning, aiming to increase cooperation skills in joint initiatives and the knowledge on the financial concepts and fundraising.

April 2006                Staff members of Independent Forum of Albanian Women increased their Advocacy skills.

April 2006                 Through a cooperation agreement with Children Alliance, 14 persons from this organization increased their knowledge and skills on Children Rights Convent, and in the areas of advocacy, lobbying, monitoring and evaluation.

May 2006                  About 15 staff members of the organization World Vision form the branches of Tirana. Elbasani, Lezha and Vlora raised their capacities in coalition building, advocacy and leadership areas.
 
May 2006               Partners-Albania develops the training skills in Networking and Coalition Building of 17 trainers selected by UNDP.

May 2006              Ten staff members of Human Development Promotion Center (HPDC) were skilled on monitoring and evaluation.

May 2006              Seven representatives of the “New Life” association in the developing area of Këneta in Durrës, an association supported by ICMC, were skilled in a series of topics such as Community Needs Assessment, Data Analysis and Reporting.

September 2006              In cooperation with DIANET and Human Development Promotion Center, a group of 11 women participants were trained as trainers in advocacy for minority rights.

September 2006             Partners-Albania and Partners for Democratic Change were selected to be implementing partners of the Public Administration Reform Program, in support of the Albania’s Millenium Challenge Account Threshhold Country Plan (MCCPAR), for activities related to the public outreach and organizational development.  For more click here

April 2007                    Board members and Directors of three interfaith Centers established by World Learning in Shkodër, Bathore and Elbasan were consulted on the review and improvement of the actual projects, shared experiences on local projects implementation, defined challenges for the actual situation and drafted sustainability plans, as well as were assisted in direct meetings with different donors as World Bank, British Embassy, Norwegian Embassy, SOROS, Regional Environmental Center and some other religious foundations.

May 2007                About 16 youngsters, representatives of youth organizations and students bodies, member of the “Youth Voice in Albania” group, selected by the World Bank as a consulting team for youth policies that this institution will implement, increased their skills in the role of civil society in the fight against corruption ,leadership, monitoring and evaluation. 

January – December 2008         146 Head Office staff, Branch Managers and other staff of Opportunity Albania raised their knowledge and skills in: Organizational Change;  Customer Care & Effective Sales;  Communication Skills & Conflict Management;  Training of Trainers; Performance Coaching; Leadership, Decision-making and Problem Solving.

INTERNATIONAL TRAINING AND TECHNICAL ASSISTANCE PROGRAMS

July 2002               Under a contract with ORT-Washington, 13 representatives of some NPOs from Montenegro increased their knowledge and skills in the areas of communication, time management and financial management systems.

September 2002             With a request and support from ABA/CEELI office in Prishtina, Kosovo, 14 members of the Lawyers Chamber of Kosovo and the Lawyers Association of Kosovo increased their skills in the area of financial management and budgeting systems.
  
September 2002              Staff members of Partners Kosova increased their knowledge and skills in financial management and systems.   

Balkanactie van de Gemeenten-Belgium TOT for Kosovar NPO Representatives 

2003-2005               Due to a long-term cooperation between the two Centers, Partners – Kosova staff raised their capacities in project-proposal writing, project management cycle and financial management systems.

June 2005-September 2005                With support of National Endowment for Democracy and United States Institute of Peace, in Amman, Jordan, 25 leaders of civil society organizations from Iraq increased their capacities and knowledge in the area of conflict management and consensus building as well as drafted concrete plans for projects aiming to resolve specific issues in their communities.

February 2006                    Partners Jordan Trainers Network increased capacities in the area of conflict management.

September 2005 – September 2006               With initiative of Balkanactie van Degementum Belgium – Balkan Initiative, 28 representatives of Albanian and Serbian NPOs in the commune of Shtime, in Ferizaj, Kosovo, and five staff members of this organization raised their capacities in coalition building, participatory governance and project cycle management.
In September 2006, 20 representatives from non-for-profit and government sector in Kosovo raised their capacities in community needs assessment.

November 2005 – April 2006             Through the support of IREX Tajikistan, eight leaders of NPOs from Tajikistan conducted a study visit in Albania, where raised their advocacy skills through a training program and were introduced to some advocacy initiatives of some of most successful Albanian NPOs. Some months later, in Dushanbe, Tajikistan, 17 leaders and program managers of these NPOs (grant beneficiaries of  IREX Tajikistan( increased their knowledge in project management and were introduced to successful models of organizational development.

September 2006                 Due to cooperation with Partners-Kosovo, 22 Albanian and Serbian citizens in Prishtina raised their knowledge and skills in project proposal writing and practiced the knowledge gained drafting a project named “Inclusive approach of building interethnic confidence and integration”.

July 2007 – January 2008            With financial support of IREX Kosovo, the trainers’ team and grants managers of Advocacy Training Resource Center’s (ATRC) in Kosovo, according to specific training needs and interest, strengthened their capacities and skills on Public Relations and Marketing for NPOs; Project Cycle Management; Communication & Negotiation; Human Resources Management; Participatory Governance; Role of Civil Society in Anticorruption; Cooperative Planning and Participatory Budgeting and were onsite assisted to review and redesign the existing manuals on Advocacy, Conflict Management, Strategic Planning and Grant Program.

January – February 2008          15 members from Partners-Jordan trainers’ network increased their skills through two four days TOT trainings on “Good Governance and Citizen Participation in Decision-Making Policies”.
